During the past thirteen months you have served as the Avionics Chief Petty Officer on this staff. You have performed all your many and varied duties in a most outstanding manner. Your advice and your expertise have been most highly regarded and well received and the manner in which you have performed these duties is in keeping with the highest traditions of the Naval Service. Your professional judgments and knowledge are beyond reproach and you have conducted yourself at all times in a most outstanding manner. You exemplify the Navy slogan, "The Mark of a Man." Chief VITKO has consistently performed his duties in an exemplary manner. He is exceedingly industrious and does not quit until the job is completed.
